The History of AmeriCorps VISTA |
| |
Community service and volunteerism have always been a vital force in American life. Throughout history, our nation has relied on the dedication and action of citizens to tackle our biggest challenges. In 1963, President John F. Kennedy envisioned a national service corps “to help provide urgently needed services in urban and rural poverty areas.” Less than two years later, as part of President Lyndon B. Johnson’s “War on Poverty,” President Kennedy’s dream was realized when President and First Lady Bird Johnson welcomed the first group of 20 VISTA volunteers. |

The AmeriCorps NCCC team leader program brings together citizens of all ages and backgrounds who are committed to national service to provide experience and leadership to teams of AmeriCorps NCCC members as they work to strengthen communities. Eli Segal Fellowship |

To honor Eli Segal and continue his work of advancing national service in America, the Corporation for National and Community Service is pleased to announce the Eli Segal Fellowship program. Eli Segal was a giant in the national service movement. He was a key architect of the 1993 national service legislation and served as the first CEO of the Corporation for National and Community Service. As CEO he successfully launched AmeriCorps and managed the creation of a new federal agency that united the longstanding Senior Corps and VISTA with the newer NCCC and Learn and Serve America programs. After leaving the Corporation, he remained a tireless friend and champion for service, serving on the boards of several organizations and helping build the AmeriCorps alumni movement. |

One of the important changes to the Segal AmeriCorps Education Award under the Serve America Act is how the value of the award is determined. Beginning with terms of service that are supported with 2010 funds, the amount of a full-time education award will be equivalent to the maximum value of the Pell Grant for the award year in which the term of service was funded. Because AmeriCorps State and National programs are funded on a different schedule than VISTA and NCCC, VISTA and NCCC members will be eligible for the new amount sooner than AmeriCorps State and National members. |

The Edward M. Kennedy Serve America Act made important changes to the Segal AmeriCorps Education Award, including increasing the amount of the award by tying its value to the maximum Pell Grant, expanding its available uses, and authorizing transferability of the award for certain individuals. While the Serve America Act goes into effect on Oct. 1, 2009, not all of the changes will go into effect on that date. Many new authorities, including expanded authority for the number of terms one may serve in an approved national service position, must undergo rulemaking before they go into effect. |

Tax Implications |

The Segal AmeriCorps Education Award, unlike most other forms of scholarships and fellowships, is subject to federal tax in the year the Trust pays the voucher. Living allowances you received during your term of service and any interest the Trust paid on qualified student loans are also subject to income taxes in the years they were paid. When and how much of the education award you redeem may have an impact on your overall income tax responsibility.

Federal Work-Study Program |

The purposes of the Corporation’s programs are complemented by those of the Federal Work-Study (FWS) program of the U.S. Department of Education. The Higher Education Act (HEA) states that one of the purposes of the FWS program is “…to encourage students receiving Federal student financial assistance to participate in community service activities that will benefit the Nation and engender in the students a sense of social responsibility and commitment to the community.” The HEA requires that all higher education institutions participating in the FWS program allocate at least seven percent of their annual FWS funding to student jobs that provide community service. Schools that can demonstrate that meeting this requirement would create hardship to its students may obtain a waiver from the Secretary of Education. |

Government Paperwork Elimination Act (GPEA) requires Federal agencies to allow individuals or entities that deal with the agencies the option to submit information and to maintain records electronically, when feasible. The Act specifically states that electronic records and their related electronic signatures are not to be denied legal effect, validity, or enforceability merely because they are in electronic form, and encourages Federal government use of a range of electronic signature alternatives. This capability should be in place at each agency by October 21, 2003. |
